We Enjoy Making A DifferenceWe are seeking a Payroll Director to join our Rexel USA team in Beaverton, OR!Summary of Key Responsibilities:The Director of Payroll is the subject matter expert responsible and accountable for the entire US payroll process. The Director ensures compliance with applicable federal, state, and local tax regulations, wage garnishments, wage and hour laws, stock options, 401(k), deferred compensation, Section 125 Plans, life insurance and disability pay for the US States. Manages the internal company processes and policies and ongoing process improvement activities. Plans, strategizes, coordinates, and leads any new payroll development. Analyze trend data, ensure plan designs are within budget. Facilitate annual compliance work including audits, regulatory filings, non-discrimination testing and annual disclosures. Monitors ERISA and payroll tax laws and changes on the federal and state and local levels. Manage, hire, train and oversee the payroll team.Hybrid Work Schedule!What you will Do:
--- Manages the payroll teams work schedule against daily, weekly, and monthly deadlines to meet and maintain the payroll schedules. Responsible for the overall review and audit of all payroll reports and all payroll processing in accordance with the internal payroll schedule.
--- Provides recommendations to the VP of Human Resources on changes to policy, procedures or rules that influence or affect the administration of payroll and communicates recommendations and business decision to the teams and other internal team resources and employees as appropriate.
--- Ensures internal controls and internal audits are correctly managed related to payroll and master records, employee time files, payroll general ledger items, wage garnishments, 401k, employee benefit deductions and multi-state, federal and local payroll taxes, ERISA compliance and ensure these controls are maintained and monitored on a continuing basis.
--- Researches, investigates, and reports all problems, corrections, and changes related to payroll and responds to related inquiries and resolves or escalation in a timely manner.
--- Oversees all vendor meetings for the development and ongoing administration of payroll. Provides documentation on issues and works collaboratively with payroll vendors, third-party vendors, and internal company divisions toward timely resolution.
--- Oversees the Time and Attendance System, ensuring compliance with the various state wage and hour laws for timecard punches, meal periods, vacation, sick, holidays, shifts and approvals.
--- Maintain payroll processes and internal controls to preserve the quality, efficiency and overall effectiveness of all functions and regulatory compliance
--- Develop, coach, and motivate the teams to meet the People Care Center standards.
--- Drive continuous improvements and standardization in the payroll functions.
--- Provides direction and oversight for daily operation of payroll taxes, including tax system set up and testing, timely and accurate filing of tax liabilities and wage garnishments to the Tax and Garnishment Analyst.
--- Ensure management is fully informed of risks, issues, challenges and provide solutions.
--- Manage all M&A transactions as they pertain to payroll from start to end.
--- Maintain a positive, results orientated work environment, building partnerships and modeling teamwork, communicating to the team in an open, balanced, and objective manner.
--- Oversee the Payroll Jira Ticketing system to closely monitor and answer tickets within the payroll SLAs to optimize support to the business and employees.What You'll Need:

--- Managing a multi-state Payroll Department with over 5000+ employees
--- 10+ years of payroll management experience
--- Effective communication skills
--- Excellent organizational project managing and planning skills

--- Team building skills
--- Above average computer literacy, e.g., Excel, Word, ADP applications. Must have recent ADP Enterprise and Kronos applications experience.Language Ability: -
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Math Ability: -
Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis.Reasoning Ability: -
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.Attendance Demands: -
